Ideas for Sustainable Urban Mobility Plan

The districts must express an opinion on the Urban Plan of Sustainable Mobility, which is sponibile here:
http://www.comune.torino.it/geoportale/pums/cms/ . On the site you can find a lot of documentation, an introductory report, the PUMS, annexes, maps themes ... The PUMS contains interesting proposals, some less, and can be improved to be made more sustainable.

It 's a strategic plan, so it can be broad. It will then be on the administration to try to make it available to the proposals.
The opinion of the District can be articulated and included proposals. I have written some but I would like to involve active citizens: it is an important issue but not a special interest (the sidewalk in front of his door, the garden in front of house ...), so it would be a good example of participation to some contribution.
Unfortunately, the opinion should be brought to Council on Monday, then the time to deliver the opinion is very tight. I am committed, however, to propose amendments to the text is feasible in the case arrived in good time.

Here are a few suggestions:

To point to an improvement in mobility leading to a reduction in traffic and pollution, should develop and promote public transport and the use of environmentally-friendly mode of transport or no less than the car, and generally reduce the barriers to the movement that lead to congestion and emissions.
It is therefore proposed:
* increase the lines of "light rail " - way of economic impact and reduced lead times less than the subway - especially in areas poorly served by public transport
* (for the whole city : improve ties with the underground line 1 of the areas currently poorly served) improve the connection to the underground line 1 , especially for areas not served by light rail lines GTT (4 and 10) using enhanced other lines of public service on the south-north direction (40 - 62 to 71 - 2)
* (for the entire City: improving the connection of the areas currently poorly served by the future metro line 2 and the metropolitan rail system) to improve the connection with the Lingotto station, the future metro line 2 and the future metropolitan rail system, by strengthening line 74 and lines of public service on the west-east (17 - 62 - construction of new line or new location of the existing line)
* Promotion of ' use of bicycles, by strengthening and securing of cycle network, and distribution of the bike sharing citizens even in remote areas, in particular by connecting with subway lines and underground rail system

* promotion system walking bus (transportation system pedestrian "pupils, where children go to school in groups accompanied by adults), launched in District 2 and now spread to other parts of the city, as called for the Councillor environment
* reduction of critical situations for the movement, through
1. identification of intersections where the construction of a roundabout in place of traffic lights or not the intersection with traffic lights, can be reduced Traffic and accidents)

2. (CIRC 2) finding a better system of management the intersection of routes Guido Reni, Sleep, Monfalcone, Rab and the railroad bridge (different handling of traffic lights / feasibility study for a roundabout, in terms of reduced traffic )

3. reduction of traffic congestion on east-west , include among the priorities for investment to complete the course Spezia underpass, and evaluating such reopen the stretch of Sevastopol during the long piazza d'Armi , at least at peak

4. streamlining the management of traffic lights, traffic lights and intelligent about investing in general on a priority management which focuses on public transport

5. improve availability of parking in areas with shortages, such as Santa Rita to improve the quality of life for residents and reduce the so-called "passive traffic"

However, with regard to parking, it was emphasized that the blue areas do not deter actually stop, but to involve the citizen only an outlay, including in large part due to costs. The expansion of pay parking the suburbs (http://www.comune.torino.it/geoportale/pums/cms/images/files/misure/3b3_SOSTA_PAGAMENTO.pdf) is not recommended and still requires an opinion of the District

are also believed in a strategic document that focuses on sustainable mobility, we should plan to adopt the free public transport for residents (eg supported by taxation rather than the ticket-paid), a system already adopted abroad, for example in France (Chateauroux) and Croatia (Zagreb in the center), and for this the City should first be a promoter of the regulatory action necessary (the Act provides that at least 35% of the costs are covered by revenues from tickets). In Italy cover the production costs of public transport tariff revenue with just over 30% against a European average of over 50% (source: Azienda Trasporti Milanesi, Sustainability and Annual Report 2005). Payment by all taxpayers and reduce or eliminate losses due to failure to pay the ticket, to encourage the use of public transport. Implies the need to enhance the service, with resources that can be obtained by impinging on private mobility (eg at national level with a portion of the fuel tax at the local level by a majority of revenues from or parking fines, or an entrance fee for cars in city centers, as in force in London and Milan) .
